I think that this means that a person has a problem and want to talk about with a person than that wise person could be the one for them. Such as if I had a problem and i wanted someone to talk to that wise or I might say a friend they can be that person that I want to talk to and help me with my problem.
Another example is that maybe that wise or that friend that listened to me one day the y need me to listen to them. Then I could be the wise person for them or the friend and listen to them and maybe even help them with their problem. So to me this quote can go either way meaning that if I have a problem than the wise person can be a help to me . Then also if my friend have a problem I can listen to them and maybe even help them with their problem that they may have.
